Funding ERP projects: grants and loans for digitalization
KfW ERP digitalization loan, BAFA consulting grants, and other programs: which funding fits ERP implementation and how the application process works.
ERP implementation is an investment in processes, data, and collaboration. Federal and regional programs support mid-market digitalization with subsidized loans and grants. Leadership and finance should clarify early which programs fit the project and in what order to apply and deliver.
Note: In KfW program names, ERP stands for the European Recovery Programme mid-market fund, not “enterprise resource planning”. ERP software projects are explicitly eligible under these programs.
Which ERP project costs are eligible?
Programs distinguish investments (software, hardware, implementation) from operating costs (licenses, training, running expenses). For ERP, typical eligible items include:
- Software purchase and rollout
- External consulting, specification, and project management
- Interfaces, migration, and integration with other systems
- Training and change management
- IT infrastructure when inseparable from the project
Generally excluded are refinancing of completed projects, pure debt restructuring, and certain intra-group transactions. Details are in the official program leaflets.
KfW ERP digitalization loan (511, 512)
Since 1 July 2025, the ERP digitalization loan replaces the former “ERP digitalization and innovation loan (380)”. Eligible applicants include commercial businesses, sole traders, and freelancers with a seat or branch in Germany.
Investments and operating funds for digitalization are funded in three tiers. The more ambitious the project, the better the terms:

A typical ERP rollout with process digitalization and system integration usually falls under tier 2 LevelUp. The KfW leaflet explicitly lists ERP systems as an example for capturing finance and administration data.
Tier 1 for SMEs additionally requires the free KfW digitalization check, which assesses your current digital maturity regardless of which tier you apply for later.
Grant and terms
In tiers 2 and 3, you can apply for an ERP grant on top of the subsidized loan: up to 5 percent of the disbursed loan amount, capped at EUR 200,000. The grant is non-repayable.
There is no minimum loan amount. Up to 100 percent of eligible costs can be financed. Each project may run for up to 24 months from start. Program 512 optionally shares bank risk with KfW (liability relief), which can improve access.
Application: loans and grants are not submitted directly to KfW but through your house bank or financing partner. Terms also depend on creditworthiness and collateral.
Programs 513/514 (ERP innovation loan) target more R&D-driven innovation. Pure ERP rollout without an innovation core is usually better suited to 511/512.
BAFA: consulting in the preparation phase
The federal “Funding of consulting services for SMEs” program (BAFA) provides a non-repayable grant for external consulting on business, organizational, and HR topics, including ERP selection, process analysis, or project planning.
- Assessment base: up to EUR 3,500 consulting costs per engagement
- Grant: 50 percent (max EUR 1,750) in western states, Berlin, and Leipzig region; 80 percent (max EUR 2,800) in eastern states plus Lüneburg and Trier regions
- Apply before consulting starts; the consultant must be registered with BAFA
- Running until 31 December 2026; up to five funded engagements per company in the program period, max two per year
This fits the concept phase before applying for a KfW loan for implementation. The former go-digital program has ended.
Other starting points
- Mittelstand-Digital centers: free initial digitalization advice, vendor-neutral
- State programs: many federal states offer additional digitalization grants, often combinable within aid ceilings
- Tax depreciation: software and implementation may be depreciable; this complements but does not replace grants
Typical flow for a funded ERP project
- Assessment: KfW digitalization check, Mittelstand-Digital, or internal review
- Preparation: scope, requirements document, or specification; optional BAFA-funded consulting
- Offer: fixed price and eligible cost breakdown from the ERP provider
- Financing: KfW application via house bank, optionally with ERP grant
- Delivery: implementation within the approved project window (max. 24 months)
